Tim has been supporting local authority councillors and the democratic process for nearly 30 years. He has worked at County and Unitary Councils and rural and urban District Councils, implementing and supporting revised political management arrangements since 2001.

Before joining the Centre for Public Scrutiny, Tim developed the framework for health scrutiny in Middlesbrough and across the Tees Valley.

With CfPS for the last 6 years, he has managed a highly valued support programme for local authority health overview and scrutiny committees as they develop their powers to promote community well-being through the effective scrutiny of healthcare and public health issues.

Building on the success of that programme, Tim helps CfPS to work with others to develop future policy around accountability in health, care and well-being.

Tim led the work of the NHS Centre for Involvement around the implementation of LINks and is currently Acting Executive Director of CfPS.
