Catherine leads the Organisational Development Team at OPM. Her main areas of interest include: partnerships, particularly Local Strategic Partnerships; efficiency; organisational and service integration and; organisational development.

She works with central government and a wide range of local authorities, carrying out research, building capacity, supporting improved performance and efficiency and strengthening partnerships.

Catherine joined OPM from the Audit Commission, where she was Head of User Focus and later also Deputy Head of Policy.

She began her career as a lawyer and later spent five years in teaching. She has also worked for the Legal Aid Board (now the Legal Services Commission) developing the Community Legal Service. While Organisational Development Adviser with Bradford Community Health NHS Trust, she was seconded to the Department of Health to write the Mental Health Act Code of Practice. Prior to that, she was Director of Humberside MIND, managing housing, day care, diversion from custody, information and advocacy services.

Catherine has also had a number of non-executive roles, including as a member of Humberside TEC Board, Humberside Probation Board, Board of Visitors at HMP Hull and the Board of Rampton Hospital. She was also vice chair of Nottinghamshire Healthcare NHS Trust from 2001 to 2004.
